the 04-08 bumpers are interchangeable.
if however, you want to do it JUST because of the factory fogs, you'll be spending a cool $1000-1500.
thats a lot of money, just to get factory fogs in place.
There is however an easier and cheaper option!

if you can find info about the accord fogs, then I HAVE NO DOUBT that you could find info about the bumper swaps.
