My 06 has the brushed finished grill and I have seen some 3rd gen TL that have the chrome grill. I think they are the S models.

I saw an 07 S with the chrome grill but am not sure if it will fit an 06.

Are all 3rd gen Tl grills interchangeable.

No they arnt-the 07/08 base and Type-S models have a larger grill then the 04/06 models. The Type-S comes with a chrome grill.

I put the Type S chrome piece that goes on the hood on my 04 base TL. Thats the only part that is interchangeble. It goes along with the chrome emblem and my Type S chrome pieces also around my fog lights.
