My rear hatch door works from all controls as normal. The exception is foot control. When using my foot it starts to open and stops after just an inch or so. I am wondering if it is a problem with me, a setting, or something fixable with some troubleshooting. My dealer is over an hour away so I don't want to make a special trip.
The owners manual is pretty specific about using a forward and back kicking motion, all within 1 second to either open OR close the door.
I suppose that if you performed the kick too slowly, or if you kicked more than once, the hatch would start to open and then close again. The OM also seems to be showing a specific location of were to place your leg. I can't test this theory because I don't own a 2019 yet, but it seems like a good possibility.

Excellent point! I think this is intentional to allow the user to step back to avoid being hit with the opening (or closing) tailgate. It will beep (and I believe flash the tail lights) a second or two after it registers your foot action.

Thanks for the input everyone! You saved me a wasted trip to service which is over an hour away from my home! Turns out the multiple kick was my problem and was canceling out the operation as I was still kicking after it unlocked thinking it was not responding. One kick and wait does the trick!
Both my wife and I had a problem, at first. We were waving our foot under the bumper more and more to get it to work. Then, I noticed and read the little sticker on the tailgate. Just a moderate kick and back. Wait a second and it opens. Closes the same way and gives you time to get out of the way before getting konked on the head.
