"This Is Not An Ashtray" and Cigarette Lighter Flaps/Opening

My "This Is Not An Ashtray" is hard to push takes a few pushes to get it to open and close.

But my Cigarette Lighter one has almost a springy feel when opening and closes and opens and closes just fine.

Is this normal for the "This Is Not An Ashtray"?

Check to see if there's nothing stuck underneath/behind the "Not an ashtray" portion. I took the center console out to remove the tray and there was a small piece of plastic that fell behind.
