Minor Paint Job Advice

Is it possible to fix this scuff myself? A friend who works at a dealership is charging $170 and that seems too steep to me.

Would the Basic Touch-Up Paint Kit from Dr. Color Chip suffice for this?

If you want it to look like the damage never happened, a full repaint of the skirt is in order. Touch-up will be sufficient to try and mask the issue from a distance, but once you get closer to the car you will definitely notice there has been previous damage. Choose the solution according to what you're looking for. I think $170 for a full repaint of the skirt isn't terrible, but you might want to shop around local (hopefully reputable) body shops to get a better idea.

Also even with touch-up, it should technically be a two-stage process of applying touch-up paint, then applying touch-up clear coat. The second step is often overlooked, and tends to lead to some pretty unimpressive touch-up paint DIYs.
