Airbag (Module Assy.,) serial number?

Airbag (Module Assy.,) serial number?
I'm driving 2009 JDM Honda Accord/USDM TSX.
I would like to change steering wheel airbag module assy., from (H) mark to (A) mark.
I ordered nearest Honda dealer (Japan) with part number #77810-TL2-A82ZA.
There are stocks at Suzuka or Saitama factories in Japan.
Honda dealer said that this is controled part and Honda required VIN# and airgag serial# for order.
I tried my airbag's serial# with part# but it was "error" so I cannot get yet.
Also I tried internet shopping from USA.
However airbag is "hazardous materials" so there are not able to ship to Japan.
Anybody help me!!!

Second generation TSX 2009 to 2013 models are same airbags and any years welcome.
