12v Delay circuit/device

I am looking for a 12v delay device. i tried searching for it, but wasnt able to find the right thing.

Basically i need it to output the 12v once it has been receiving an input for atleast 1 sec, or any other small amount of time.

The reason for this is the HID fog lights during ignition. because acura uses the low beams, and foglights if turned on for the pathway lighting, these lights remain on during ignition. however the foglights do not have the same circuitry as the low beams and flicker during the ignition 2 or 3 times. this can't be good for the ballasts or the bulbs. and often the ballasts did no receive enough power to ignite the bulbs, so the gof lights are not on even though they are receiving power once the car is on and i would have to turn the power off and on to get them to work.
Adding the delay would turn off the HIDs during ignition, and once a steady signal is available it will turn on.

Im sure something like this exists, i just cant seem to find it. Its a minor issue but i dont like when my car doesnt feel perfect.

i think adding a relay harness to the fogs would solve it.......

but if you want something a bit more complicated......you can get one of these that are adjustable....

I actually already have that. the harness looks like it allows you put in an independent switch for the fog lights. would have been easier to use that instead of wiring it in on my own.
i cant remember if it does that when i have that switch on. ill have to double check it.

Are you sure the flicker is not from the ballast? Hook one up to a battery directly and see if it flickers.

on occasion i do get the ballast flickering but that behaves differently. this is cause by the power going on and off a few times during ignition. any other times, the lights never have any trouble and come on instantly.
