Your experience with aftermarket HID bulbs
Have you switched out your stock HID bulbs on your Cu2? What is your experience with the aftermarket HID bulbs your using?
I'm currently looking for a good replacement, and one that is very bright.
The reason I am asking is because after hearing alot of good reviews, I bought a pair of Osram xenarc d2s 66240cbi cool blue from a member here and I am disappointed with the bulbs. They are not what i expected, I felt that my stock ones were brighter.

If you are disappointed with those then you are going to be severely disappointed with all other bulbs. I recently upgraded from Morimoto 5k bulbs to Philips 85122XV C1 which are pretty much equivalent to your osram cool blue bulbs. OEM bulbs are great but the philips/osram 5k bulbs seem like the best quality you can get for that temperature.

Still can't be sure they're not used or if they're fake though unfortunately.
You yourself posted an ebay link to fake ones.
Also all HIDs need some time to "burn-in" I believe after 20-40 hours they show their true colors. How long have you had them on for? CBIs are the Rolls Royce of HIDs, what all are you disappointed about?

The bulbs are not bright, sometimes people ask if my headlights are even on.
To make it worse my DRL's are white leds, so no high beams!

The idiotic lengths people will go to to look cool. Wait, I forgot, looking cool is why cars have headlights. It has nothing to do with being able to see.
The TSX has one of the best headlighting units made. Screwing with that is counterproductive.
What is hilarious was the for sale thread. The seller laments that he didn't use a discount use when he bought the lights as justification for the buyer to pay more - aside from the pure stupidity of thinking that a $10 discount on a $180 purchase is worth buying a product from an unknown entity.
In this case soupi probably got a knockoff bulb and whatever he ending up paying was too much.
Put the stock bulbs back in and call it a day.

I have the osram CBI bulbs in my car, they are much brighter than the stock bulbs, they were worth every penny, they took about 2 hours to burn in, you must of got knockoffs because they light up the road so much better than the stock bulbs, they are white not blue CEB much better night vision these bulbs are not for looks they look about the same as stock just a little whiter but the light output is amazing, and the cut off is super sharp

damn that is clean UTAH TSX!! and you may be right.
Heres how my output looks like...
Also when you first turn your headlights on does it get blue like this for 2-3 seconds before it turns white?

That cutoff is so lumpy. Do you have the bulb in upside down? A long time ago I put a bulb in upside down to see what would happen and I think it looked kind of like that.
That looks too blue...unless your camera is weird. They do start our slightly more blue when first turned on and warm in color over 1-2 minutes.

Also they are only that color blue for 5-7 seconds before they turn white. I was wondering it UTAH's bulbs were the same to see if I didnt have a knock off.

Yeah I think the strip faces down at the ground. There are grooves making it so that the bulb can only fit snugly one way. It's hard to tell whether or not the bulb is seated correctly with the bumper/headlights still on the car(not sure if you removed them to install the bulbs or not).

Don't really know what conditions you took those pictures in but that first one looks like it's barely throwing any light out. That close to the wall, I'd expect you'd only be able to see a white swath across the wall below the cutoff, not seeing any detail of the brick grout lines. Just like you see in the amorphous hot spot, but across nearly the whole wall.
That would seem to me that the bulbs aren't getting enough power, or they're not sitting fully into the housing and a lot of light output is getting lost before the lens.
I've observed that you can watch the color input change from greenish/blueish to a more pure white when the lights initially power up. And it seems to coincide with a high pitched squeal that I assume is coming from the circuits in the ballast warming up. I observe it on an order of seconds, not quite minutes as opboarding mentioned.

They change pretty drastically within a few seconds but over about a minute or so they continue to warm in temp just much slower.

The OP's issues appear to be caused by a damaged, fake or improperly installed bulb. All bulbs, when properly installed, should give a practically identical cutoff but you'll need to be about 25ft away from the wall to determine if they are aimed properly. You also can't compare cutoff when the two comparison cars are at varying distances from different walls and not sitting on a flat roadway.
