It depends on where you live. Over here, your headlights must be on whenever conditions require you to turn on your windshield wipers. Thus, if it's raining enough that the wipers are needed, then headlights are required.
As for being pulled over, officers will find any reason to pull you over if you annoy them in some way. Over here, I see alot of people getting tickets because they made a turn and the cops had to tap on the brakes slightly.

I think it is amazing that everyone jumps to the conclusion that the cop was a jerk.
He pulled the OP over and gave him a warning.
It objectively sounds like the cop was feeling blinded by the lights and pulled the OP over to check. Nothing sinister.

Yes, 4300k are stock temp.
I got pulled over once because the cop thought I had my hi-beams on. He checked my headlights and asked if they were factory, then told me to turn off my fogs (which are factory halogens), and let me go. It just shows that we have one of the best projectors.

I have at least one person a week pull over to let me go by because of my lights....i secretly love when that happens hahah
