wheel locks?

wheel locks?
I'm trying to rotate my tires for the first time on the 1999 TL I recently purchased. I can get the nuts off of the rims, but I can't get the tires to come off. Any idea if I have wheel locks or suggestions as to how to get the tires off?

Do you have all 5 lugs removed from the wheel? If so it sounds like the wheel is frozen on the brake hub. Give it a few forceful kicks around the perimeter of the tire...that should break it free.
