wen i turn on my car i hear this...woooOOooOooooing sound that is actually REALLY loud from what my friends say.
anyone else got this problem?

 

a little more specific would help
Open the hood and have buddy start the car,, listen at idle
then do some gentle revs as you watch for engine movement

ac belt tensioner is well known failure point- ck that out
ck ps fluid level, ck belts visually

What makes it happen--just starting--goes away--always there--what???

just brought it to my friends garage and got it checked out. there is a giant crack in the air intake. so i got an excuse now to get a new CAI. WOOOOT
