Weird Headlight

Is my driver side headlight suppose to be positioned higher then my passenger side headlight??? Because it is.........

yea i think its suposed to be that way to reduce glare to on comming cars or somthing like that....

It should be the other way around, the passenger one should be a little higher than the driver.
