Hi Lex :
I also have a 99 and it has ticked for the last five years. It seems to get worse in the cold and when the oil gets low. Years ago, I took it to the dealer and they said it was a common problem that was related to the fuel injectors and it was not an indication of a pending failure, just noisy.
I've also heard that most Honda engines tick for a variety of reasons. I'm not concerned anymore cause if it ever causes a serious problem, I'll simply tow it to the bone yard.
Sad but true
smartypants.

As totaledTL eluded to, you should check your tranny fluid when the car is warm and has been driven for awhile; you can even check it with the engine still running. The reason for this is that much of the tranny fluid is in the torque converter during operation, and when you turn the car off, that fluid drains from the tc into the pan, causing the level to rise, and the dipstick reading to be higher. The markings on the dipstick are calibrated to be checked during, or right after, normal operation of the tranny (i.e., with tc still filled up), so that is when the fluid level should be checked.
I have owned 3 Honda Products. The engine in each has always been more noisy in the winter times. Injectors tick etc. When it warms up again/all will be quiet if everything is in working order.
I have had a ticking sound as well, and it sounds like it is right behind the gauges, just on the other side of the firewall...and it is. It is the EVAP canister purge valve, and it looks like this.

It's in the middle of the pic, to the left of the fuse/relay box, and behind the brake fluid resorvior. If you hear ticking from this area, it is probably coming from that.
