Is there any normal reason a butterfly would lock?

Is there any normal reason a butterfly would lock?

The '03 TL I've been working on the past few weeks has a stuck butterfly. It's the one with the cables connected to it. The car sat partially apart while I waited on parts to come in. The throttle body is NOT bolted up, but I can't move it manually or with the pedal. I do not want to force it in case there's some sensor or lock that's designed to do that, but it seems funky to me. Before I put it back together, I figured I'd ask you guys. I do not know if the shaft is locked or the butterfly itself.

no locking system on the air plate of TB
should move freely--try some deep creep or wd on the hinge pin and return spring assembly

There is a problem with the outer wall of the throttle cable assembly-the rotator
it breaks off a chunk- cable comes out of its groove...


good idea to remove TB from car and flip over- remove IACV and clean slit and chamber out--
if its been sitting...you know how that goes
and some seafoam in the fuel, 1 can to half a tank

I bet 2 Cents it got Carbon Build Up!
Before I did a Complete Clean up on the Manifold my Throttle Body would Stuck at very HARSH Cold Nights.. In the Morning I had to Press FIRMLY just to Unbind it.. After the Clean Up everything is Smooth and in Perfect working Condition Again.
