Sqeaky noise coming from steering wheel when cold

This behavior began as the temperatures dropped. After car sits overnight, turning the steering wheel (usually to left) will exhibit this "squeaky" noise behavior. After a couple wheel turns or so, it goes away. Is there a bearing or something behind the steering wheel that causes this?

it appears that there is one in the upper mount area? doesnt look as though its something that gets replaced? can you tell if its up by the steering wheel or down lower on the column?
