Mine does it sometimes too. Even with or without passenger on the seat.
So does the light SUPPOSE to lit when there NO passenger?

I know on my Armada, the passenger side air bag-off light will stay on untill theres someone sitting in it. Theres a sensor on the seat. Just dont know about the TL's

Mine does it with an empty seat. I'm familiar with how OPDS works. It's not supposed to come on with an empty seat and it says so in the manual.
