Replacing Turn Signal Bulbs

I couldn't find a DIY on this with any tips and a search didn't pull any technique up so I'll ask:

What's the easiest way to replace the turn signal bulbs in an '03? I think the space between the wheel liner and the fender is a little different between the '99-'01 and the '02-'03 models due to the different headlights. All the video DIYs I found on YouTube were for the '99-'01 TLs.

I've replaced the bulbs before, but for some reason I can't now. I don't think my forearms have grown that much, but when I pop the wheel liner loose with those two clips at the top of the fender only my fingertips-first knuckle reach the bulb assembly and I can't turn it enough to loosen it from the housing.

Any special techniques/tips/suggestions you use that can help me?

I just saw 03BlackBeast's post on another thread. I remove the clips but didn't move the bumper. That helps? How is that done?

I believe that is the only way to replace the turn signal bulb, going through the wheel well lining.

That's the technique I use when I need to get to those bulbs.
Remove the clips from the fender lining. Take as many clips out from the front of the liner on the inside of the fender. You don't have to remove all of the clips, just enough to allow you to pull it away. You're not going to damage the liner, it's pretty tough. Turn the tires away from you/opposite direction to give more clearance and reach up in there to remove your bulbs. It's worked for me and I have pretty large arms.

Either that or remove the entire headlight assembly, which isn't hard, but can be time consuming.

OK, I still haven't had the time to do this, plus it's been pretty cold even in the garage. Last time I tried, I only removed the two clips at the top of the fender well. I'll remove as many as I can find this next time. Thanks.

Remove the 3 from under the bumper for the fender liner and a few in the wheel well. turn your wheel in and you can pull the liner out far enough to get your hand in there.

Oh, I've done that, pulled the liner as far as I could from the fenter and got my hand in there, but my forearm is too thick and my arm/fingers too short to get more than just my fingertips to the bulb - not enough to grab it and turn. I'll remove more clips next time.
