Since i got my 03 TL, it seems like my defroster isnt working to full potential. it takes a while to defrost and it seems like it only does it in the middle. i got the car used. what could possibly be the problem and how do i resolve? (as cheap as possible, lol)

 

The leads may be broken. You would have to see if you can find any scratches where the wires are broke. They make repair kits for it. Or call around to some auto glass places and see what they say.
