rear wheel seized to hub, I think?

I was just outside trying to take off one of my rear wheels to inspect my brakes up close. I got the lugs off, but cannot remove the wheel at all. I was pulling very hard, but no luck. I had my tires replaced in January and I think the tire shop tightened my lugs too hard which know that I think about it is probably what caused my rotors to warp sooner than expected. What is the safest, easiest way to get the wheel off?

make sure the car is supported good sit on your butt facing the tire and kick it with your foot on the tire itself. This happens all the time.
