Proper way to adjust parking brakes
Alright after numerous pad changes over the years ive noticed my parking brake does not do anything.
Ive searched and read over the posts on the forum and have a few questions. is the correct way to adjust the star wheel on the rear drums to adjust it till i cant spin it and back it off 8 turns. or just stop when I get little resistance to spin the rotor?
OR should i just try and adjust the foot pedal 2 turns first?

As long as the car has not been driven with the P-brake on, there should be virtually NO wear on the pads. I've only needed to adjust mine ONCE in 175,000 miles.
Before you make adjustments you should assure that the linkages/cables are moving at the rear wheels when you step on the P-brake pedal. Road salt can rust things up.
As for your method, the first star wheel adjustment you mention is basically correct, but you should back it off 8 CLICKS (not, full turns). A very slight drag when released is OK (but, see below).
Another action you should do before adjusting the star wheel is to actuate the P-brake pedal three clicks then adjust as above. That's how the Acura manuals say to do it, I think.
Only after the star wheel has been adjusted properly should you adjust the cable up by the P-brake pedal.

take the brakes apart and inspect
It doesnt take much for the self-adjusters in park brake to get stuck
no one lubes them and the rear brakes last so long, the rotors may not come off for years to find out the park brakes are inside there!!!
they are the same as old school drum brakes, just very small thin brake shoes
their drum is that wide center hub section of the rear rotor
backing down the driveway with it partially on causes wear
happens to the best of us
dont mess with anything but the real adjuster
Ive never heard of 3 clicks of footbrake actuator then adjust park brake- but never seen actual honda manual
all the way tight then back off 6 or 8 --dont remember exactly
but it will come out the same as: loosen slightly after lube, then tighten until slight drag noise.
If you need more, its no biggie to stick a screwdriver thru the hole on rotor-- made for that task, add a click or 2
you DONT want them really dragging- besides hurting mpg they will get hot, wear out the material and cause metal to metal problems
but first, clean inspect and lube = caliper grease on threads of adjuster
clean and lube the brake slider parts while you are there
