Power Steering Whines.

Power Steering Whines.
For some odd reason, my power steering high pressure hose has a hole near the the power steering pump, causing the fluid to drain and the pump to whine loudly. Did a complete replacement of the hose. Power steering still whines and I can visually see the high pressure hose getting tense, as if it has difficulty pushing the fluid. When I touch the hose I can feel it vibrating like crazy. I've bled my power steering, yet I can still see millions of air bubbles in my reservoir. Sometimes the power steering barely whines, but usually during the winter, it whines like crazy and doesn't stop. When I was replacing the high pressure hose, I twisted the high pressure sensor. It can freely spin where it is bolted on. Can it just be the sensor that is broken, or might it be the pump after all? What exactly does the high pressure power steering sensor do?

The cloth on the hose is to prevent the hose from rubbing on the strut tower brace.

UPDATE:
Someone elses video on the high pressure power steering sensor
Removing this sensor will only keep your idle RMPs lower with a risk of stalling. It will not contribute to any noise.
To temporarily fix my noise problem, I just cut the power steering belt. Boy oh boy, what have I been missing out on!! My car is deadly quite and I actually enjoy the steering. It's not as heavy as I thought it would be. Push the gas a little to move the steering wheel with ease! I plan on doing a complete power steering delete, and replacing it with just a bottle and some power steering fluid at the top to keep the steering rack lubricated.
Here is an example of what I mean:

Now I can enjoy my music and some Bass with my Sundown Audio SA 10!

Well you may damage the steering rack seals if you don't have the pump running.
The noise is still there because theres one o-ring that goes bad as shown in the video above.
Its cheap at the dealer and while you're there pick up at least one bottle of Honda power steering fluid.
