you are certain the driver fan works by itself when needed- no ac
and the passenger fan is running with ac
both running when hot

has radiator level has been checked? and its res bottle mid capacity?
its flow amount is good? inside rad looks shiny?

Thermostat or rad cap--start with a new cap so it has good pressure
and see how the system reacts

I would Change Thermostat, AF and Rad Cap if they havent been done in a while!
All of them Easy DIYers!! Except for the Back Engine drain plug that is a PITA to get but with Patience & Cold Beer is doable.
