There were some raised imperfections on the face of the rotors, it looked like in the zinc plating.
before bed in:

after bed in:

These are Power Stop blanks with Power Stop Evolution Ceramic pads on my 2000 TL.

Hi Murky :
The top one looks like defects in the rotor material. The bottom one looks like the rotors are scored like there's something in/on the pad. It might have something to do with the defects pictured on the top picture. Is this the same wheel ?
smartypants.

Thanks for the responses. I believe those are both pictures of the front driver's side but the passenger side looks very similar.
I just did the front rotors so far but I also ordered rears that I haven't yet installed. Here's a picture of one of them with a similar imperfection:

I'll take it up with the vendor and give them a chance to correct things.

Yes, they are definitely high spots.
The vendor is sending me new front rotors and pads and a new rear rotor. Since I haven't installed the rears yet I don't need those replaced and one of the rear rotors looked fine.

Are Power Stop rotors usually this BAD quality ?

The impression I got from the vendor is that they are plated to order since they told me mine were being plated and would ship soon at one point.
So it may be a problem with the aftermarket plating rather than the rotor blanks themselves.
The combination is creating a lot more dust than I expected. I don't know if it is normal to get more dust during bed-in or perhaps because of the imperfections in the rotors, but there seems to be a lot more fine brake dust than I am used to.
