Need Help. Low bean and high bean dead.

I noticed my passenger head light dead. The low beam and high beam are out. When I looked at the bulb I noticed that the cap cover was off

Looks like water got into there. What can I do?

get a new cap, test a new bulb OR test to make sure the wires arent shorted, check grounds.
