so here i was installing my hid kit i yanked from my brother's car before trading it in. i plug the ballast in the driver's side and test it. nothing. i try the passenger side and it works! after looking at the wiring, it turns out that the driver's side wiring was reverse. the ground was the positive and vise versa. it's never had any accidents or rewiring. manufacture defect? i ended up cutting the wires and swapping it to the correct polarity. yes, i did use a dmm to test it first. anyone else run into this before?
