driver's side headlamp problem
I having an issue with the driver's side headlight. When turning the low beam lights the passenger side turns on immediately, but the driver's side flickers and does not come on. Does anybody have a suggestion what it could be; the igniter, lamp, or inverter?
I would guess its your bulb, cause I also had the same problem and replaced both bulbs and the flicker went away. Im not saying im right, just sharing my experience.
The problem was the bulb. I swapped bulbs and the problem followed. Now, my next question is. Can anybody recommend an aftermarket bulb that is possibly better, but definitely cheaper or the same but cheaper?
Is it best to replace both bulbs at once? I found a bunch of the Phillips factory replacement bulbs on ebay for ~45.00. I have also found the KAIXEN HID bulbs for 100.00/pair. Does anybody have a recommendation? Should I just replace the one bad bulb or both?

Always replace them as a pair. They won't match if you do one side only.
And those 2 options you listed are fine. It's really up to you. People have ran the Ebay Phillips with no problems. And the Kaixen are also good.

2003 TL Head Light Leak
My 2003 head lights have moisture built up on the lens. My passenger side ballast went bad 1200miles from home and an Acura dealer reamed me for $700 to replace. I read that the TL is plagued with moisture leaks in lens and causes failures. Is it worth replacing the lenses instead of chancing another ballast going out? How difficult is it to replace the headlamp assembly? Found a set on EBay $175

If you're handy, you can re-seal the headlight housing. Put it in the oven, pry it open, scrape the old seal off, and re-seal it.
Replacing it is very easy. 30 min job max. You have to remove the bumper to access headlight bolts.
