I had the same exact problem with my 01 TL. For my CD player, if I let it "Scan" for awhile .. it would eventually play. It would sometimes take up to 30 seconds for it to start playing.
I'd actually like to know what the problem is as well.

The OEM CD player used in the 1999-2001 TL is notoriously finicky with burned CDs. This is one of the most discussed topics on this forum. Search for "burned" to find a ton of threads.
In a nutshell, some factory players will play burned CDs while others won't. There are unit to unit variations. Some have had luck with particular brands and types of CDs but this won't work for everyone.
If you want to keep the factory look, buy one of the 6-disc players that came with the 2002-2003 TL models. Those have no trouble playing burned CDs. I installed one of those in my 1999 TL and it works great.
Another option is to install an iPod or MP3 adapter such as a Blitzsafe adapter. I installed one of these on my TL and it's awesome. I hardly play CDs any more.
Finally, you can install an aftermarket head unit.

what type of blank media are you using (cd-r, cd-rw, etc.)? how are you burning it? some more info please and maybe we can figure it out...
and before you post more info, make sure you're doing the following:
-using CD-R media
-finalize the CD in your burning program -- do NOT burn multiple sessions on your disc like you would to CD-RW media
-burn using Disc-At-Once (DAO) NOT Track-At-Once (TAO)
and personally, i stick to sony or tdk blank cd-r media...they seem to have the best reliability and not scratch as easily...in fact, i've never had a tdk blank disc burn bad...

Its all hit and miss. i could never get sony to play in mine. the only ones i could get to play were verbatim azul blues. then even those stopped. Best option is to get a 02-03m headunit or even better a aftermarket HU
