I have a 99 TL and am getting some strange behavior with the brakes.

When braking hard, or at higher speeds, theres no problem, but when going slower in stop and go traffic, they seem to not work so well. The pedal is not mushy nor does it go all the way to the floor, but when braking at slower speeds, it seems like it struggles to stop the car.

Also, there is often a low pitched hum from the engine that is pretty loud when trying to break at lower speeds. It goes away when I take my foot off the brakes.

I think the rotors might be warping since it seems to pulse a little when braking, but within the last 3-4 months i had new rotors and pads put in. (likely crappy rotors though, 90 day warranty...). I had an oil change a few days ago and all the fluids were supposedly checked, so it should have enough brake fluid.

 

May be the pads. Try bedding them in to see if it improves.
