blinker lever won't work

I bought a 99 tl recently with only a few 152K miles on it.

It has a few problems that can be fixed but the one that I cant figure out is why the turnsignal lever will not return to its neutral position after I turn the steering wheel back. I took the outer casing off and can't find if the the lever is control mechanically operated or electrically. Any advice would be appreciated

Sounds like the mechanical link is broken. May need a new stalk (blinker switch).

thanks fsttyms1, but what # is it. Is that #10 or is # 10 a complete assembly?

Yes #10 is the whole assembly.
