Bad Ballast? Anyone have this problem

Bad Ballast? Anyone have this problem
So I have this problem with my passenger headlight low beam. I don't know what it could be but it's getting on my nerves so I tried searching and I didn't see anyone have a real solution to something like this.
When I turn on the low beams, both headlights turn on fine, same brightness, all is well. Then a short time after that my passenger light turn off. It can be on for 10 min, or it can be on for 30 sec. There is no specific time frame before it turns off. I took the headlight out and I noticed the plug between the ballast and the stock harness is busted. So I took the busted plastic connections off and wired it straight to the ballast. Still the same problem. Last thing I did, was go straight from the battery to the headlight using jumper cables. No relays, no any other electronics involved, just power to the ballast straight from battery and after a few min the light went out again same as before.
Now is it safe to say that this is a problem with the ballast? If not what else could it be?

many many way too many of us are having ballast issues due to moisture gets inside
the housing lens--then drips down and onto the ballast = brilliant design~ (not)
the best way to cure any light prob on our car is with a complete new aftermarket HID Kit,,with 2 new waterproof ballast- 2 capacitor-connector wires and 2 bulbs,,our sponsor www.hidextra.com has it for well under $100 including the relay kit which I suggest as a good plan, gets battery direct power to the new parts

No I don't have pinkish or purple tint to the bulb at start up. it works just fine, looks the same as the drivers side.
So on this site what do I choose: 1999 TL Low Beam 5000K Car has factory HID and it says it's only 59.99? Do they automaticaly know to send all the relays and such?
