1st Time DIYer - Need Help Changing Headlight

Ok, my headlight/ballast/ignitor, etc. burned out on the driver's side of my '03 TL-S a few months ago due to moisture (and some negligence on my part). I've culled together all the parts I think I need and am ready to install with the help of the bumper removal/headlight replacement guide posted on here a while back.

This is my first time doing anything like this and for the life of me can't remove the nuts/bolts off the bumper inside the wheel well! Do I need to jack up the car and take off the wheels? Do I need some sort of nut loosener? Sorry for the stupid questions, just kinda frustrated.

The only thing in the wheel well to remove is a philips screw.
