^ your IACV is most likely sticking. Very common from this car that sits for a while. Take it out and drive it for a while and see if it clears up. If not take the IACV off and clean it.

when you remove the TB and manifold- seperated the TB so you could rinse the manifold with water--
the TB needs to be flipped over, remove the small access cover with 2 screws--thats the IACV
remove parts and spray carb cleaner
put back together

shaking or flipping the TB over without cleaning the iacv after-- is asking for crud to get in places it doesnt belong

You said to use carb cleaner? It carb cleaner to harsh for the intake, TB or plenum areas? What about an oven cleaner? Are the internal surfaces coated in anyway?

NO! NO OVEN CLEANER!

carb cleaner is fine for the intake and TB, that's what it is made for. Just try not to spray it directly on any electrical sensors.

carb or TB cleaner or seafoam installed thru the master vac port at TB.. or thru the TB throat itself wont hurt any sensors inside
Been tested for many years--not a problem

Does anyone know anyone who had the BG 211 cleaner put into the EGR port? I am told this stuff works wonders. I also read where you can also put hot water into the air intake in very small quantities creating stream, and that cleans the inside very well. But special caution must be taken not to overload as you can create hydrolock.
The BG system came to me via a technical trainer who swears by it. He is not paid by BG either. But it does avoid having to take the intake and plenum off.
Thank you for the comments on oven cleaner. Point taken.

water shot in the intake is old school and a great way to hurt the motor
if you dont know exactly what you are doing
it cleans the pistons not the intake manifold--not hot enough until combustion occurs

water also bad for most TBs with a wire heater inside,,we dont have that--
ok to spray deep creep/seafoam or carb cleaner thru the TB throat if you want

do a net search on bg, ck utube for vids
Its a popular brand/line of cleaners but never heard of it being used on our cars as you describe
The TL has a really bad prob with egr port plugging--compared to most cars

iirc they remove the egr valve to apply the cleaner?

on the TL you may as well pull the manifold and do it right-- for the pita to remove and replace the valve
