no they are actually a bright yellow and red zip tie sticking up as caution flags so that anyone that walks around my car notices that the top of my plate sticks up and i dont want to get harassed for someone not noticing it and hitting there leg on my plate; ive got two bolts at the top of the plate pushing the top half forward.

lol more i look at the car, more rice i see. no offense.
car would look better if:
1) move fogs over to fog light housing area
2) hood bump delete
3) "H" in front of grill instead of behind
4) 02-03 clear tails
5) moar low
6) DIY quick release bumper delete. see no use for it since you might get jacked. and if its more to it then just releasing that tab to get the bumper off then forget it lol
7) new hood struts

hood struts are going out and in the cold morning they dont stay up the first few times i pump them so if the hood struts dont keep my hood up then of course i have to use a alternative; duhhh lol

If you take the plate off and re locate it there would be no need for zip ties and you wouldn't have problems.
I don't know where you are headed with your car, especially with the EK fogs, you might as well just go get a civic.

if you really want airflow i suggest you get a ram air kit...and stick it in the air duct...thats what i did...but if you reeeaaally want "airflow" then you might as well cut a hole and mount the ram air flush on the bumper since thats its intended purpose...if youre not doing that then its pointless
and to be honest if you reeeaally want that plate there and angled down like that, there are cleaner methods...like a jdm plate relocator...its way cleaner and angles down just like that and people actually use it as an accessory and at car shows...not just 2 bolts

Air pushes air. So the air that's being pushed by the license plate is actually pushing the air going directly into the duct out of the way, thus getting the same amount of freaken air. This guy thinks he's concentrating more air with the license plate or something

You could cover that "duct" completely and I would put money on you not being able to feel any difference whatsoever.

I'm sorry to be a hater, but damn it kills me.
The car started SO GOOD with the RPF1s, and those gunmetal mesh wheels. It looked great, and tasteful.
Then came the purple wheels, and the plasti dip, and the plate mount, and the ghetto fender latches, and foglights....just don't know what happened man.
I'm all for "to each his own", individuality is what makes the car scene interesting. But there is a line between being different, and just bad taste.

i miss the rpf-1's honestly... i would love to get a set of those again... i then purchased the purple wheels from someone on craigslist.. the color i wasnt a fan for.... but the concave style of the wheels i like... i was on my way to painting the wheels white but ended up sticking with the little bit of fade so at least the bright purple toned down a little bit.... as for the license plate it somewhat made sense to angle it down thinking that any air that hits the plate would be directed down into the air duct hole which has my filter just at the other side/inside the air duct... it was all just a theory that i went with since i mistakenly already had drilled the holes into the bumper prior to the sticking out bolts.... but .... with my plate angled i think that it can prevent my plate from being caught on traffic light cams ?........ ill fix the plate again when i get around to patching the holes and being able to repaint the bumper ..... oh and getting the angled plate bracket which i actually had trouble finding so if anyone could help me out with a link to where i can find that it'd be great!

L brackets+tapered screws(to screw into the bumper) via home depot, lowes, or any other hardware store.- cheapest and best way to go for you.
if you really are lazy and want to have something ready for you- EBAY, plenty of relocators there
