No need to remove bumper. Just cut hole on bumper so that lights fit snug.
The hardest part is cutting the grills to size.

If your referring to the jdm ua4 fog-lights, i just installed them last week and let me tell you it is a pain in the ass!!!!!!!!! you need to take your bumper off and cut out the fog area but make sure you leave a flap for the top and bottom if that makes sense because these fogs are bigger than the hole itself so you will end up losing about a 1/4 inch of the fog light itself hidden behind the bumper unless you cut the actual bumper which would make it look like shit unless you get it done professionally at a body shop. after that you can either custom make brackets or do what i did and squeeze the fog light between the 2 flaps i stated not to cut earlier and make then as flush to the bumper as you could and they should be snug there and then i jb welded it in place you can use plenty of other methods!! YOU WILL ALSO NEED TO CUT PART OF THE BUMPER SUPPORT OR FRONT FRAME NOT SURE WHAT PART EXACTLY IT IS BUT YOU WILL OR THEY WILL NEVER FIT!! anyways i have pictures and if you have any questions feel free to ask me.

Sorry about ranting just wanted to make sure you understood this is not an easy project you need time and patience!! also going to add silicone from the front to add to a cleaner look.
