Thats the whole point, Rear Fogs are supposed to be brighter than regular rear running lights and designed to be used only in inclimate weather situations..especially hard rain, snow and fog. Rear fogs in otherwise normal driving conditions would be pretty annoying to most drivers...could be a life saver in dense fog or if you get caught in a blizzard situation.
Since there are four bulbs that all do the same thing in the red rear lens areas, you can remove the inner bulbs and install the HID bulbs in one those inner areas or perhaps both.
For the US, Canada, Germany and other countries where the driver is on the left side of the car, the bulb would go on the left side of the car. I have seen many European cars and the Oldsmobile Aurora here in the US that have both sides lit up, but traditionally it is on one side of the car depending on right/left hand drive countries.
Here is a quick google link for some info on rear fogs:

THESE'S were replies from CJITTY ... THANKS FOR THE INFO

you know my thoughts on this already lol. I think the rear fogs look great! I see people running them all the time in good weather which I don't recommend because most people who don't know about rear fogs will assume they are brake lights, but in bad weather it really helps to make a car stand out. you may have seen some european cars and wondered why they have a bright as red light or two but aren't slowing down...those are rear fogs.
as long as the housing can handle it (can't see why not) and the H11 hid kit bulb fits snug in the housing opening, i'm doing this at some point..once cisko emails me the link to the $99 hid kit..only asked you three times now lol hahaha

If you want it to be like the German cars, take the rear fog off of the P/S, and put it in the D/S.

the audi a6's I see around here have both sides lit up for rear fogs. The benz's still seem to be on the driver side only. The audi's are postioned right next to the license plate so it has some separation from the rest of the running lights which probably lessens the confusion for non rear fog educated people.
