yes, like n1njai mentioned, that's called the glare shield. in order to take that out, you would have to pry out your old fog light lense. i did that when i had to change out my oem for lexan lenses.
i did that solely because i wanted brighter output from my 2500k nokya hyper yellows (those were halogens). then i switched to 3000k hid and i wish i could go back and put the glare shields on because from a far distance.. it looks as if its 4500k (a really bright yellowish white). nevertheless, the ground still shines piss yellow (yes.. ddmtuning)
from my experience.. you'll get brighter output for halogens. for hids, you don't need to take the glare shields out. just leave them on and you won't get that bright-white look in the center. just my
