CAI questions. and headers too..

Alright, about to get a CAI for my 1999 tl-p, need to clear up a few things, bear with me if they have been covered before..
1. If it says 2000-2003 tl, will it fit the 99?
2. If it says 1998-2003 accord 6 cyl., will it fit the 99 tl?
3. Is there any real difference between companies(Which is best, Fujita, AEM, or INjen? or no name?)
4. How much should i worry about sucking up water?
headers..
1. what companies can i buy headers from? I have heard of like XS, DC, and comptech.
i cant afford competch, and DC is pushing it, but i don't want them to break or be rattling with XS..
2.is it ok to paint the headers?

If i think of mroe questions i will post them, but I need these answered first..

my im in cali and this is my layout:
Comptech ICEBOX, XS Power Headers, i love this combo. my XS dont res or rattle, and the blue'ish purple look after they been on for awhile looks cool. and the icebox looks cool because of the stock look. the only thing is smog time, forces me to pop back in my org headers and downpipe to do smog. i am currently working on beadblasting my headers and polish up the inside of the pipes. hopes this helps

I have an AEM CAI w/ K&N filter. If it rains a lot in your area and you are worried about vapor locking the motor, get a bypass valve, so you don't have to worry about it. A lot of Azine members have Injen CAIs.
I've heard that Comptech headers are the shit but will cost a small fortune. I want some and one day I will find some somewhere!
It all comes down to what you can afford and which company has the best price. Look for your some of your items on this site from one of the vendors, or eBay, etc., and get something that you like.
Personally, I'd rather save the loot to get something good, that I like, and not have any regrets later.

1. If it says 2000-2003 tl, will it fit the 99? Yes, as long as it is not for the Type-S
2. If it says 1998-2003 accord 6 cyl., will it fit the 99 tl? Yes
3. Is there any real difference between companies(Which is best, Fujita, AEM, or INjen? or no name?) Most name brand will be about the same. From what I remember, AEM's brackets break off and Injen doesn't have that problem.
4. How much should i worry about sucking up water? As long as you don't drive with the filter completely submerged, you will be fine.
headers..
1. what companies can i buy headers from? I have heard of like XS, DC, and comptech.
i cant afford competch, and DC is pushing it, but i don't want them to break or be rattling with XS..Comptech will be the most expensive and are the best kind to get. The XS headers are a copy of the Comptech and are what most members are using. As long as the install goes good, you shouldn't have to worry about resonance. The new DC headers design got rid of the problems for them. I think the XS headers are just fine for the $100.
2.is it ok to paint the headers? The paint will chip off because of the heat. I'm not even sure the high temp paint would be good enough. You can powdercoat them if you want to though.

If i did any thing with the XS headers it would be Ceramic coating.
