I am looking to install a CAI. So I had a couple questions.
Should I get the AEM V2 or the CT Icebox?
Pros/Cons of both?
Easier install?
Does the AEM V2 2000 TL fit on my 1999 TL? (I only saw 2000-2003)
Most important: Any current deals running so I can pick one over the other?

The icebox was discontinued but you may be able to still find one. I have an AEM V2 on my 01 so that should fit your 99 as well. Install wasn't too bad. I made a thread about it that has some tips on the install.
Looking at some threads and the instruction manual, I had some questions about the hoses.
There is a IAT sensor that should be left off? Or connected?
There is coolant line that ran into the stock air box? A thread said run this back to the line? I am picturing a line coming out of a nipper, that use to go to an old nipple, but don't do that, so how do you send it?
Perhaps if I understood the uses of the lines I could make better sense of this.
I am sure I can figure it out, but I rather understand how these lines work.
Any other heads up for the install?

I can't say for sure w your model but 01 has coolant line in and out of the throttle body not the intake itself. There's some vac lines that just plug into the intake but that's simple to do. Best advice I can give you is on taking off old parts. The resonator is by the driver front tire. U can take the wheel off, pop out a few push pins and pull the splash guard back to expose it. I suggest using a 10mm ratcheting wrench on the bolt closest to the headlights. Just feel around the outside edge to find it. The second one on the rear of the resonator is a lot easier an can be removed w a 1/4 ratchet and 10mm socket.
I removed my resonator a year or two ago. Actually got it out without removing the tire or bumper, car on the ground. But it wasn't easy.
So the coolant line in and out of the throttle body stays and I don't have to mess with that, correct?
The vac lines come off the old intake and can go right on the new one with no trouble? What about this, "loop them back to where the come from" idea?
What can you tell me about the sensor. People say leave it off. Instructions say cut it and splice it with their piece? Or did I misread something.

Not sure about what sensor u mean. Don't really know the differences between our cars to say for sure. But the vac lines just plug back in no problem. No need to loop or re route them in any way. I imagine changing these will effect how your car runs. The coolant line isn't an issue until you get into installing thermal gaskets and the likes. The outlaw gasket set includes a bypass to remove the coolant from the throttle body but that's not an issue at the moment.

the end. Strip the wires ¼ inch. Using the supplied
male and female bullet connectors, crimp the
connectors to the appropriate wires. Using a heat
source, shrink the clear end of the connectors.
Repeat step for the IAT sensor. Plug the supplied
wire loom into the connectors.
But maybe this is for only when wanting "Optional Power Adder" which is something I do understand.

Not sure what that "optional power adder" is. I do remember that part on the instructions but I didn't do that step. I don't remember any wire harnesses included in the box though. I wouldn't worry about that step. Maybe someone else has more info on it. Says its offload only and takes away the CARB approval. Not sure if you're in a state that checks for stuff underhood. Now that u brought it up though I may try it.
