To clear it up, there are no direct fit foglights for the 1999-2001 TL. You can go with the Civic/Accord fogs as mentioned above but you will have to some some cutting and shaping to get them to fit.
Honda Inspire fogs will not fit in the USDM bumper without a lot of mods. Not worth it IMO.

I used the fake foglight cutout on driver side as a new fresh air entry to the removed air cannister area--see DIY section for `intake resonator removal`,,easy wont hurt smog or any inspection-hidden part
Use a dremel to cut the section between each horizontal raised part,,leaves the look of having matched left right,,but the air is better than most CAI and no water intake worries, look at the drain holes in bottem panel,,,not going to be a problem unless you go thru water thats a door handle high
but the engine hydrolocking is pretty low on the list at that point! survival is first
resonator removal is free-a good first mod to the car,,that and seafoam it ($10)
for fog lights to use in actual fog, a set of small ones that clip onto the lower grill , stealthy, low to the ground where you want them, can remove in summer or swap in driving lights then to the same wiring
Optronix brand at walmart have surprisingly good results for the low price
High power isnt important, you want low wide soft yellow beam,,3000k,
so it doesnt reflect back off the water droplets in the air
thats why you stay off the high beams in fog- light cast upward into mist = blindness
