2000 TL Conversion

Conversion from 2000-2002 TL to a 2003-2004 is doable. I'm not sure if it can be converted to a 3G (UA6) body style.
Primarily, you would need the front bumper, new headlights and any support brackets that may be different. For the rear, all you need is the 02-03 tail lights.

If it was a Honda Saber from japan then it would be a UA4 with a J25,
Inspire was the UA5 with a J32, Correct me if Im wrong I may have it backwards.
Don't know of anyone going through the trouble and expense of importing one to the states.

So ya wanna make your 2000 TL appear newer ?
This is a possible body conversion, but rather labor intensive and costly.
The entire front clip would need to be replaced. ( Hood, fenders, bumper, grille, headlamps, latch and misc. mounting support parts.)

Let's use years... You are mixing things up the body codes. More info can be found here: http://en.wikipedia.org/wiki/Acura_TL
1999-2003 are the second gen TLs considered UA4-UA5s
2004-2008 are the third gen TLs considered UA6-UA7s
Converting a 2g to a 3G is too much work in my honest opinion and you are better off selling the 2G and buying a 3G to work from
With that, you have to stay within the 2G realm, so you want to refresh the 2000 look to the 2003 look. Pics for reference below:

Yeah, as these guys said.....for the money and time involved, just trade up to the newer 3rd Gen model. If ya could find a good front clip from an '02-'03, it would make your car look a bit fresher. But if ya gotta pay a bodyman to install the parts and refinish......it may not be worth the bother IMO. Lowering, rims, and a lip kit would be the best low cost appearance improvements for your car.
If your gonna do the front end to the 02-03 you'll need to modify the radiator support or the hood latch wont grab the hood.
Forget the 04 thats a completely different car nothing will fit or look right.
I would buy a 3rd gen preferably 05 and up to avoid the trans issues If I were you.
