What's a good OBD-II scanner?
A Snap-on Modis. Only about $8000 retail!
It's a scanner that's software upgradeable (no more cartridges) that also has a built in troubleshooter, graphing multimeter, has gas analysis capability and more.
We have one at the shop and it's the bomb.

I just bought a scanner from Canadian Tire for $149.00 which is about 20.00 US
It does the job with no complaints. For the amount I used it, it's fine. I know that doesn't help you out that much in the states but I would think you could buy one for approx 100 - 150.

If you're truly looking for nothing fancy, try the Equus OBD II code reader -- $80US at Amazon.com. It advertises as being CAN-compatible, so when OBD II's successor, CAN, is on all vehicles in 2008, you don't have to throw this one in the garbage.
Again, nothing special, but it let me read codes and reset the MIL, and that's all I was looking for.
