You can activate a PayPal account if you have a checking account. You don't need a credit card, and PayPal prefers that you use your checking account, probably so they can avoid credit card fees, but they still charge the person accepting the money the same regardless of how the PayPal account was funded. Now if you don't have a checking account...then maybe you shouldn't be driving...
i work at a bank and you need to be at least 18 years old in most states to have a checking or savings account, but you can get a minor acccount setup with the help of your parents and then you can use paypal.
The guy above took the words out of my mouth. I wanted to open up an acount in Chase Bank but have to be 18. Sure I could have opened an acount at another bank but I don't like dealing with crap [banks]
I don't get it....what would happen to the $30 you put in a security envelope?

Also, I personally think that it is a bunch of crap that banks won't allow people under 18 to open up a checking account. Their money is just as good as anyone elses. If anyone can't get a PayPal account, I will be more than willing to pay for them as long as I am reimbursed.

Also, I'm under 18 and have a savings account. Last time I checked you can be any age for a savings account. PayPal accepts either savings or checking for registration.

I guess I forgot that money is more important than human life.
Driving, IMO, is a far greater responsibility than being able to have a checking account. If the law deems people responsible enough to be on the roads with the potential of taking another human life, irregardless of how, i.e. drinking and driving, lack of experience, etc...then it would just make sense that something so non-life threatening as having a checking account should be permissable as well.
I'm not saying that 16 and 17 year olds shouldn't be allowed to drive, but that they should be allowed to have checking accounts.
Speaking of which...maybe you should follow your own advice:
Banks won't prosecute anyone for bouncing a check. They just assess a fine of $25 or whatever nominal amount they charge for an insufficient fund fee and do not pay the funds to the payee. It is up to the payee to pursue the payer for retribution of the funds. Also, with most banks, the payee is also charged a fee for attempting to cash a check that is from an overdrawn account, even though they did nothing wrong! I guess the bank wins no matter what...
