What is the black rubber tub on bottom stock intake hose for?

What is the black rubber tub on bottom stock intake hose for?
Is there a reason for it being there? I would think it would be more efficient if the intake hose was one piece, just a straight hose. The rubber tub looking thing came off when I was looking at my engine bay the other day. I don't know how long it has been off so I cleaned my TB again and reconnected it and now my car is responding better again and is much quieter. Can you take it off and cover the hole with something?

That would be the resonator. It routes the airflow through the chamber to kill the air noise, and the prevent sucking up water. This unfortunately kills the airflow, too.

I think he means the hose connected to the intake tube just b4 the tb.
