After going 55 to 60 I get a vibration. After 80 or so its smooth again. Can this be CV Joints?

Got new tires put on Monday also. Still I feel the steering moving in both directions at 60mpph.

I had them rebalance the tires also. Still the same. After the tires I do feel the Aligment is off again.

Unbalanced tires usually tend to a shakey ride not the car pulling. Must highways are slightly slanted one way or another so the rain doesnt accumulate. to get a good measure you need to check for pull in on a flat strip of ground. Alignment is something you should look at, also tire pressure, i know you just got ur tires, but it doesnt hurt to double check. The place that did my tires underinflated them to like 27-28 each tire. I filled them up and felt a huge difference the way the car felt.

Generally, You should align your car AFTER putting new tires on, not before
but you could take it back and ask them to check it again due to it seeming off.
