I am currently talking with a dealer on a 02 TL-S through email since I am not able to go in and see the dealer in person.
Can anyone give me tips on how i should go about dropping the rpice, etc.

Depending on milage and condition, you should be able to get an 02 TLS for 19-21 maybe 22 at a dealer. Do your homework. Offer them a very low price (19.9K) then leave, come back another time and up the offer by 500, then leave. You'll find out if they really want to sell it on the third or fourth try..... i got a tip, pull out 19,000 cash bang rite on the table and proceed to say 'I want this Car for This Much' and he will do paperwork, cuz Money Talks and _ _ _ _ _ (you know the rest). if that doesnt work tell them you would like to continue to do business with them but they must do a better deal for you.

tried cash to purchase a car from a dealer, doesn't work. maybe on a used vehicle(?)
for your situation; get a loan approved, deposit the check, approach dealer by calling them, while on the phone have tons of info, dealer quotes etc., tell them you are paying cash, negotiate the price of the vehicle over the phone, settle on price, bring the check book, pick up the car and drive away.
there are lots of 2002 TL type-S for sale. supply (plenty) but demand (low) unlike the new 04 TL. get the best deal possible.

Why paying cash doesn't always impress the dealer...
If I was the dealer, I wouldn't care if a customer paid cash or not...and as a matter a fact, I'd try to work them into a lease as much as possible.
Keep in mind, dealers WANT to finance you. That's more money for them in the backend.

reminds me when i got my TL, i brought 15.5k in 100$ bills going rate for a 2000TL when i got mine was 18-20k with the mileage it had... the guy saw the money and went
plus it had all the tvs, and system already done (sorta half assed but hey i fixed it somewhat) he was asking 17 and didnt want to go any lower

^ or try to find out when the banks do inventory of the vehicles... they usually always want you buying a car then, and they also want the car off the lot.... I got my first civic like that.... brand new, and the guy said that if I could take the car off the lot tonight, he would knock off another $100, so he won't have to pay the bank for unsold inventory the next day......
I initiated my search via Internet with a dealership. Told each one I knew the dealer invoice for a new TL-S was $28k, they were selling it for $33k, and asked if they were willing to work with me. Those that actually replied and said they were willing to deal got my attention. I had one who told me I couldn't do better than $32k anywhere around here and got a "Thanks for your time, but I will be looking elsewhere" reply from me. I didn't get the dealer I purchased from to lower it much, but at least got some amnemities for free....plus got $3k for my trade in. First time haggling.
OK, Dealers dont care about people paying in cash anymore. This will NOT lower the price at ALL! They would rather have you make payments.
HERE ARE SOME GOOD TIPS.
1. Be sure they know your a return customer.
2. If they are telling you a bad price be up front and just say "I am not paying that much for that car"
3. Point out the bad parts off the car, Ie. Scratchs, dents, missing things.
4. Allways, allways low bid the car. tell them you want to pay a price you know they wont sell it for but be seriouse.
5. Start to negotiate and if they dont give you a good price walk out. ( I did this and he called me back 5 mins after i left, i still waited before ruturning saying i dint want to wast my time again utill he gave me a good price over the phone, he gave me a low price i returned and continued negotiation)
6. reamember the longer the dealership has the car the more they want to sell it, they lose money having it sit on the lotI hope this helps.

Dealing with the slaesman
Visit the dealership first. See who you would like to deal with and size him up. Stay away from the high pressure ones, as they will be all over you and will keep on bugging you. Ask for his card and then visit a second time. Don't make any suggestions that you want to buy right away, but make an impression that you are an educated buyer. The more you know about the car, the less BS they will give you.
Then find out when that salesman is off. If he says weekends off, then you know you would want to deal with him about the purchase on a Friday. Do it at the end of the month as well since that is the time they are crunching the numbers and wanting to increase sales for a monthly quota. Find what time he/ she goes home on that Friday and do it the last minute, preferably 45 minutes before he / she leaves for home.
Don't give in to the "extra" stuff that you don't really need like rust protection, paint protection and scotchgard. You DON'T need to buy these and will cost you cheaper if you do it yourself.
Tried it and works all the time. For myself, family and friends.
Just sharing tactics.
