Should I Bid On This 99 TL

If of all is this anyone on this sites?? I was thinking about bidding on this TL or maybe even just offering 16900 and see what happens. I usually wouldn't want a car with aftermarket goodies on it. But most of these are only appearance and cosmetic. I could get 7000 for my GSR and use it as a down payment. Yay or Nay??
