there really isn't any reason the inside of your door should be rusting...unless you park in a lake...maybe your belt molding doesn't have a tight seal and over time(years)water has gotten inside the door...just a guess.

I don't know if the rust I'm thinking of where you are talking about, but about a month ago I noticed that my door does heave some rust above the window. I don't have a pic, I can take one tomorrow.
The rust is on the driver door, but it is about where the yellow arrow is. I saw a bump in the rubber molding on top of the door, peeled it back a bit, and saw the rust

My first gen CL rusted at the top of the A pillar where it met the roof on the passenger side, lifetime Ca. car always garaged never east of Phoenix. Cost 700.00 to fix including removing the windshield & sunroof to find the cause, the sunroof drain had plugged up.

I took some pics today, the rust is actually lower on the door, just above the mirror
This is what caught my eye and made me look at it
And this is what lives under there
Those pictures suck, I didn't notice until now, I'll try and get some better one's!

Not much you will be able to do about it. Once rust starts it very hard to get rid of it. You could pull all the rubber off and grind it down with a wire wheel to remove it all then paint it to seal it.

I'm gonna have to do that, because it has got larger since I last looked at it

x2, at least it's not the actual car body itself and it's on a door that is easily replaceable,
also i was thinking maybe that door had been hit before and repainted, but if that section was hit, they proably replace the door unless that is a replacement door and was not painted very well

The car has never been in an accident, but I know there is a LKQ by my house and they have a 03 TL, not sure on the color though. I was going to buy the front seats from it because driver back warmer doesn't work(I already fixed the butt) and the leather is starting to show wear

No. Once it starts the only way to stop it is to remove ALL the rust. Usually that means some sort of media blasting. If its minor you can wire wheel it. If its on a seam odds are its between the seam and on the inside as well. You wont be able to stop it if it is.
