Rotor or Brake Problem???

Ive got a 02 TL-S with 27k miles. I just bought the car from private owner, everything is well, except the steering wheel vibrates when braking mildly to moderately, especially at higher speeds. I read on one of the posts about rotor warping and TSB, what is TSB?
Am i in fact a victim of rotor warping, and does warranty cover me for this?

Rotors being warped is your problem. Mine went bad at 14K. I took it to the dealer and they resurfaced them under warranty. TSB - Technical Service Bulleting

bring the car back to the dealer for warranty work, the rotors are warpped and ask them to resurface it and replace with softer pads

Never heard of a dealer useing softer pads where i work we only have original parts. If after your rotors are machined under W and you get pulsation soon after again demand them to replace the rotors 9 out of 10 they will, the thiner those rotors get the easier they will warp again, try to avoid water pudals after hard brakeing.

read the tsb for 99-01 tl about the warpped rotors. dealers are required to resurface the rotors and replace the pads with newer softer ones. that's exactly what my dealer did on my 02 tls, and so far so good
