repainting a front 1/4 pannel
I pulled into a parking space...my favorite...where only the passenger side of the car could get hurt if and only if an idiot w/o any knowledge of driving pulled up besides me. in other words, a v.safe spot, or so I thought. I went to a panda x-press...came out, and i have this HUGE MAMOGAMA scratch on the front 1/4 pannel...the one over the front right wheel. No one in sight...nobody saw anyone approach the car, nothing was stolen, only this 16inch long scratch w/ a dent @ an end point. There is no way in hell i can let this slip. How much would it cost to repaint, and un-dent the pannel. I live in San Diego. Anyone know of anybody that could do that?
Secondly, now that i'm here...in CA, is it legal for me to take off the front license plate? I've never found out, and i always get mixed responces.

It is illegal to take off the front license plate but.....it is only illegal if you get caught 
As for the front fender, it really depends on how deep the dent is. Also, when they paint the fender, they'll have to blend the hood and the door to create an illusion that the paint color match perfectly.
