the only thing you can do for the windshield is to go to novus ect. or replace it. i shopped around for my windshied replacement of coarse using my insurance & ended up paying only $75.00 out of my $200.00 deductable. So far as your mirror is concerned, you can go to your local autoparts store & buy a special glue to reattach your mirror. just did it for the mom-in-law last summer.
He must have hit the rearview mirror pretty hard!
I'd say try reattaching it first, just make sure you get extra strong glue and clean the area first. When you say a peice of windshield came off, do you mean some glass came off or the black area came off?

Well a piece of glass actually came off which is quite weird...i dont think any glue is gonna hold it for long...i think buying an aftermarket mirror and sticking it beneath the original mirror spot might be an option here?

if that chuck of glass came out intact, you might be able to use some high strength super glue & put back in place like a jig saw puzzle?
